Coronavirus (COVID-19) Guidance

As we all deal with a number of questions around Coronavirus (COVID-19), we felt it would be useful to provide you with links where guidance can be sought.  The role of the Council in this event is one of signposting to appropriate advice. Please signpost anyone with concerns to the latest national guidance below.

Scottish Government Guidance
The Scottish Government’s website has published a page with what you need to know about the Coronavirus in Scotland. This includes advice for access rights, health, travel, service provision as well as the Scottish Government’s action plan and what they are doing.  Information on funding to be provided by the Scottish Government was also published.

NHS Inform 
The NHS Inform page on Coronavirus contains frequently asked questions and advice including diagnosing symptoms, what to do if you think you have symptoms, whether people you live with need to take any action and anything else you can do to prepare. There is also a helpline and further information links including guides in British Sign Language and easy-read advice.

Grampian Coronavirus Assistance Hub

A new website and phoneline have been launched, providing people across Grampian with information on how to access social, practical and emotional support on Coronavirus (COVID-19).  The website can be found at www.GCAH.org.uk, and provides links to services and information across three local authorities.  The phoneline number is 0808 196 3384 (8am-8pm 7 days a week).

Aberdeenshire Council have published information regarding the Coronavirus outbreak including advice, guidance and links. This includes up to date information on health/hygiene, travel, events, community groups, businesses, sports/leisure facilities, registrars and council offices.

Guidance for People with Dementia and Carers
Over the coming weeks and months, we are all being asked to change the way we live our lives so that those who may be most at risk of coronavirus are kept as safe as possible. During this time Alzheimer Scotland’s local teams will be on hand to help if you need any assistance with things such as accessing medication or shopping. NHS Grampian have developed a short film from NHS Grampian shows Nick Fluck, Medical Director and Caroline Hiscox, Nurse Director talking about Operation Rainbow. Operation Rainbow is our plan for COVID-19. It covers every part of the health service and every aspect of care. It is very detailed because the situation we are experiencing is new and we have had to change and adapt very quickly. This video explains how these changes will affect you – and how you can help us.

NHS Grampian – Essential visits onlyThe rules for visiting patients in NHS hospitals have changed during the coronavirus outbreak.  To protect patients and staff, and prevent the spread of coronavirus, hospital visiting will be restricted to essential visits only.  You can find specific health advice on coronavirus here.
Short Survey – Police Scotland
Police Scotland are conducting a survey which aims to capture people’s feeling of safety and any concerns they have which can be addressed operationally and through information campaigns. The survey will also capture feedback from those who have been in contact during the COVID-19 pandemic. The survey takes about 10 minutes to complete can be accessed via the link below.

Post Office: Ask-a-friend cash access scheme extended
Anyone who cannot leave home may be able to ask a trusted friend or volunteer to withdraw cash at any Post Office using a single-use voucher.The Post Office scheme is being extended and offered to all banks, building societies and credit unions. Council Supply of Bedding Plants to Communities
Following concerns being expressed by several community groups and considering current circumstances, Aberdeenshire Council has decided to cancel the supply of plants to the many groups who were expecting to take delivery this summer. This is a rapidly changing situation, further advice may be issued as things develop. We know this will be disappointing for many people, but our first priority is the health, safety and wellbeing of everyone within our communities.
Aberdeenshire Council – Waste ServicesGiven the lockdown measures in place, it is safer for everybody if we come and collect your waste, rather than everybody taking their waste to recycling centres. We do not accept side waste though, as handling bags and uncontained waste is a potential health hazard to our collection crews.

Stagecoach Buses – Reduced Service
Temporary changes to bus services in Aberdeenshire and Moray have been introduced following government advice around non-essential travel to help combat the coronavirus. A reduced timetable will operate across the region until further notice. Updated adjustments to some key services (from 13th April) are now available to download at stagecoachbus.com.  These adjustments have been made following feedback received from key workers who rely on bus services to get to and home from work.
Live Life Aberdeenshire – Facilities, Activities and Payments
LLA sports and cultural facilities have suspended services and closed facilities to the public as of 19th March. Closures include swimming pools, libraries, museums and aquariums; and the Active Schools programme, Duke of Edinburgh expeditions and all activities and events are suspended or cancelled until further notice. LLA will be suspending all Direct Debits for Active Aberdeenshire members. No payments will be taken in April and May. Please bear with staff as they continue to work behind the scenes, answer customer enquiries as quickly as possible and in some cases assigned to support other critical Council services.
AHSCP – Learning Disability & Older Adults Day Services Suspended
Aberdeenshire Health and Social Care Partnership has taken the difficult decision to suspend Learning Disability and Older Adults Day Services and Respite Services for the foreseeable future. Social Work Teams will be in contact with service users and their families as soon as they possibly can to provide support, information and advice.

Mearns & Coastal Healthy Living Network Update
Following government guidelines, we have cancelled all groups and events. We will still be offering the following services:
• Transport service for healthcare appointments.
• Home delivery shopping service, to include prescriptions and Post Office pickups.
• Telephone contact service.
• Garden maintenance.

For more information about any of these services please call the office on 01561 378130. We will continue to monitor the situation and advise of any changes. We provide volunteer-led services to improve the health and wellbeing of older people; these include help with shopping, transport and gardening. ​Please contact us if you can help with volunteering for any of the above services.

My Life Dynamic
My Life Dynamic are continuing to offer services remotely via telephone sessions or video calls. Anyone in Aberdeenshire who is aged between 16 and 65 can self-refer by contacting us on 0300 1234 677 or by emailing enquiries@mylifedynamic.org.uk. Pillar Kincardine
Pillar Kincardine is offering a mental health telephone helpline from Monday to Friday, 9am to 4pm.  Call them on 01569 767222 for emotional support, signposting and practical advice.
Kincardineshire Development Partnership (KDP)
KDP is the local Rural Partnership for K&M. Whilst unable to offer face to face meetings at the moment they are continuing to offer the same help and support to community groups and organisations. Recognising the amazing support being offered by communities at this time, they have produced an interactive map of Community Support.

The Samaritans
The Samaritans website outlines good practical coping strategies and what to do if you are worried about a friend or relatives emotional wellbeing.  Their free helpline is available on 116 123.
Mental Health Aberdeen
As a result of the current lock down people may feel that their mental health is being affected. Also, those with existing mental health issues may find this stressful situation is making them worse. For anyone experiencing distress of any kind Mental Health Aberdeen have launched a new helpline. Call 01224 573892. Every helpline ‘open session’ will be staffed by an Information Officer who can give practical advice and also signpost callers to additional services. The opening hours will be as follows:

Aberdeenshire Voluntary Action
While AVA wont be able to do face to face meetings or drop-in surgeries until further notice, their Development Officers are still working and offering the same range of services. You can contact your Development Officer by phone, email or even through skype, FaceTime or Zoom. AVA is funded to support community and voluntary organisations, including groups that have formed very recently because of COVID-19. Aberdeenshire Employment Support Team
The Employment Support Team have suspended their job clubs and face to face services until further notice. Key workers are still available to offer 1 to 1 support via phone, email or skype. Please get in touch through their page or by emailing. The team will arrange for a key worker to get in touch for you.
Scottish Rural Action
Scottish Rural Action have added a new page to their website that will collate sources of information and advice in one place. This can be found at the top of their home page. Their website will be updated regularly as new information, advice and sources of funding are published.

Scottish Rural Action is compiling examples of how different communities are dealing with the challenges presented by Covid-19. Invest Aberdeen
Invest Aberdeen have uploaded a great informational page for what we currently know for businesses at this difficult time. A snapshot of details of Government and other Agency support, business rate flexibility, insurance, funding and specific relaxations for pubs and restaurants. You’ll appreciate that things are changing fast and we don’t know all of the answers yet but we’ll do our best to keep you informed.

Aberdeenshire Council – Community Resilience Fund
Aberdeenshire Council has opened up its Community Resilience Fund for applications. Please go to [https:/www.aberdeenshire.gov.uk/communities-and-events/funding/community-resilience-covid-19/]https:/www.aberdeenshire.gov.uk/communities-and-events/funding/community-resilience-covid-19/ for more information on how your community/voluntary group can apply for a £2000 grant to help support your efforts to alleviate the effects of Covid-19.  The fund is for community/resilience groups seeking funding to support people in the community who are staying at home, self-isolating, vulnerable and unable to access basic necessities such as food and medicines, as a result of the restrictions due to COVID-19.
It is not designed to support other community groups who may be affected because they cannot raise funds/income as a result of COVID-19 restrictions. Groups in this situation should visit SCVO at https://scvo.org.uk/support/coronavirus/funding/for-organisations/third-sector-resilience-fund

Community Response, Recovery and Resilience Fund – Foundation Scotland
Foundation Scotland is delivering the Community Response, Recovery and Resilience Fund. Launched by the Duke of Cambridge, the National Emergencies Trust (NET) is a fundraising appeal which will distribute money through several foundations which cover the UK.  Foundation Scotland is the lead partner for NET in Scotland.

Most immediately, it is providing emergency funding for local charities and grassroots organisations who are currently supporting some of Scotland’s most affected and vulnerable people.  In the medium and longer term, Recovery and Resilience will be about funding local organisations whose operations and finances have been affected so they can recover their activities once the outbreak eases in response to community needs at that point.

*NEW* Crisis Emergency Grants
Crisis UK are accepting funding applications for up to £5,000 or up to £50,000 to support local groups financially affected by extra demands on resources, who have expanded their provision to meet current needs of those experiencing homelessness in UK.

*NEW* Youth Scotland Action Fund
The Action Fund has been established to help youth groups and youth workers meet the needs of young people in response to the Covid-19 Coronavirus.  The maximum amount awarded is £500 per application.

*NEW* Kelloggs Funding for Breakfast Clubs
Offering your school the opportunity to apply for a grant of £1000 to help fund your breakfast club. A limited number of grants are available so priority will be given to those schools that have 35% and above of children in receipt of pupil premium funding.

*UPDATED* Scottish Government Funding – Covid-19
Scottish Government funding will be made available to councils, charities, businesses and community groups. It is designed to be flexible, cutting down on red tape to enable them to respond swiftly and according to local need for people impacted economically or through reduced contact with society, including anyone struggling to access food. Further information as follows (links available for the first two funds):
Wellbeing Fund – to enable national/local action by third sector organisations to reach most vulnerable groups
Food Fund – to ensure everyone has access to food, including at risk and older people, also ensuring provision in place for families in receipt of free school meals.  Applications also to be made through the Wellbeing Fund above.
Supporting Communities Fund – funding to community organisations to support small scale community resilience (including charities not registered).  Fund allocated through community anchors, for organisations already playing key active role in community services.

SSEN Funding for Community Councils
SSEN has established this fund to support communities in our power distribution network area to improve local resilience. This funding comes from a proportion of the performance reward we receive from the regulator Ofgem. SSEN recognises the impact of the Coronavirus (COVID-19) pandemic on the communities we support and has allocated the 2020 round of the fund specifically for projects which support the community response to Coronavirus. Community councils in the SSEN north of Scotland distribution area can apply for a grant of £3,000. Find out more at https://www.ssen.co.uk/rcf/

The Third Sector Resilience Fund (TSRF)
The Third Sector Resilience Fund (TSRF) is now open for applications and we are urging all community groups eligible to apply as soon as possible. The primary intention of the fund is to help third sector organisations to stabilise and manage cash flows over this difficult period.
To be eligible, interested organisations must be:

  • a charity, social enterprise or voluntary organisation based in Scotland and/or primarily delivering services/activities in Scottish communities;
  • already delivering those products or services prior to March 2020;
  • and needing funding to stabilise cashflows directly as a result of the impact of COVID-19, as opposed to pre-existing financial difficulties

SCVO have launched a Coronavirus Third Sector Information Hub which you can access here. A Supporting Communities Fund and the Wellbeing Fund will open for application very soon, and we will circulate information about those as soon as we can.

We know that businesses in rural Scotland will already be feeling the impact of Covid-19. The first tranche of business grants have now opened for application, and a series of sector specific support, such as seafood industry support, is starting to be announced.

The new Find Business Support website is updated regularly with links to business advice and grant and loan application information, and it is well worth reading if your business is affected.

Scottish Enterprise – Advice for Businesses
Scottish Enterprise have opened a helpline for businesses concerned about Coronavirus on 0300 303 0660 (Mon-Fri, 8:30 to 17:30). They have also pulled information together for businesses on their Find Business Support website available here.
Asthma UK – Advice for those with asthma
When people with asthma get respiratory infections, it can set off their asthma symptoms. To reduce your risk of asthma symptoms, the best action you can take is to follow these simple asthma management steps.

Grampian Mindfulness Collective is a group of four mindfulness teachers based in and around the Grampian area in Scotland. Offering regular live mindfulness meditation sessions during the coronavirus lockdown.

Keen to both support those on the frontline in this small way and to help cultivate a sense of community among mindfulness practitioners in Grampian moving through and beyond this current crisis.  Five broadcasts a week: Mon/Weds/Fri at 8pm for 30 mins and Tues/Thurs at 6.15 for 10 mins but all will be recorded for watching at whatever time is convenient.

Stagecoach Buses – Reduced Service
Temporary changes to bus services in Aberdeenshire and Moray have been introduced following government advice around non-essential travel to help combat the coronavirus. A reduced timetable will operate across the region until further notice. Updated adjustments to some key services (from 13th April) are now available to download at stagecoachbus.com.  These adjustments have been made following feedback received from key workers who rely on bus services to get to and home from work.
Live Life Aberdeenshire – Facilities, Activities and Payments
LLA sports and cultural facilities have suspended services and closed facilities to the public as of 19th March. Closures include swimming pools, libraries, museums and aquariums; and the Active Schools programme, Duke of Edinburgh expeditions and all activities and events are suspended or cancelled until further notice. LLA will be suspending all Direct Debits for Active Aberdeenshire members. No payments will be taken in April and May. Please bear with staff as they continue to work behind the scenes, answer customer enquiries as quickly as possible and in some cases assigned to support other critical Council services.
AHSCP – Learning Disability & Older Adults Day Services Suspended
Aberdeenshire Health and Social Care Partnership has taken the difficult decision to suspend Learning Disability and Older Adults Day Services and Respite Services for the foreseeable future. Social Work Teams will be in contact with service users and their families as soon as they possibly can to provide support, information and advice.

Mearns & Coastal Healthy Living Network Update
Following government guidelines, we have cancelled all groups and events. We will still be offering the following services:
• Transport service for healthcare appointments.
• Home delivery shopping service, to include prescriptions and Post Office pickups.

• Garden maintenance.

Kincardineshire Development Partnership (KDP)
KDP is the local Rural Partnership for K&M. Whilst unable to offer face to face meetings at the moment they are continuing to offer the same help and support to community groups and organisations. The Samaritans website outlines good practical coping strategies and what to do if you are worried about a friend or relatives emotional wellbeing.  Their free helpline is available on 116 123.
Mental Health Aberdeen
As a result of the current lock down people may feel that their mental health is being affected. Also, those with existing mental health issues may find this stressful situation is making them worse. For anyone experiencing distress of any kind Mental Health Aberdeen have launched a new helpline. Call 01224 573892. Every helpline ‘open session’ will be staffed by an Information Officer who can give practical advice and also signpost callers to additional services. The Employment Support Team have suspended their job clubs and face to face services until further notice. Key workers are still available to offer 1 to 1 support via phone, email or skype. Scottish Rural Action have added a new page to their website that will collate sources of information and advice in one place. This can be found at the top of their home page. Their website will be updated regularly as new information, advice and sources of funding are published.

Aberdeenshire Council – Community Resilience Fund
Aberdeenshire Council has opened up its Community Resilience Fund for applications. Please go to [https:/www.aberdeenshire.gov.uk/communities-and-events/funding/community-resilience-covid-19/]https:/www.aberdeenshire.gov.uk/communities-and-events/funding/community-resilience-covid-19/ for more information on how your community/voluntary group can apply for a £2000 grant to help support your efforts to alleviate the effects of Covid-19.  The fund is for community/resilience groups seeking funding to support people in the community who are staying at home, self-isolating, vulnerable and unable to access basic necessities such as food and medicines, as a result of the restrictions due to COVID-19.
It is not designed to support other community groups who may be affected because they cannot raise funds/income as a result of COVID-19 restrictions. Groups in this situation should visit SCVO at https://scvo.org.uk/support/coronavirus/funding/for-organisations/third-sector-resilience-fund

Community Response, Recovery and Resilience Fund – Foundation Scotland
Foundation Scotland is delivering the Community Response, Recovery and Resilience Fund. Launched by the Duke of Cambridge, the National Emergencies Trust (NET) is a fundraising appeal which will distribute money through several foundations which cover the UK.  Foundation Scotland is the lead partner for NET in Scotland.

Most immediately, it is providing emergency funding for local charities and grassroots organisations who are currently supporting some of Scotland’s most affected and vulnerable people.  In the medium and longer term, Recovery and Resilience will be about funding local organisations whose operations and finances have been affected so they can recover their activities once the outbreak eases in response to community needs at that point.

Helping Communities Affected by COVID-19
Scottish Government funding will be made available to councils, charities, businesses and community groups. It is designed to be flexible, cutting down on red tape to enable them to respond swiftly and according to local need for people impacted economically or through reduced contact with society, including anyone struggling to access food. SSEN Funding for Community Councils
SSEN has established this fund to support communities in our power distribution network area to improve local resilience. This funding comes from a proportion of the performance reward we receive from the regulator Ofgem. SSEN recognises the impact of the Coronavirus (COVID-19) pandemic on the communities we support and has allocated the 2020 round of the fund specifically for projects which support the community response to Coronavirus. Community councils in the SSEN north of Scotland distribution area can apply for a grant of £3,000. Find out more at https://www.ssen.co.uk/rcf/

The Third Sector Resilience Fund (TSRF)
The Third Sector Resilience Fund (TSRF) is now open for applications and we are urging all community groups eligible to apply as soon as possible. The primary intention of the fund is to help third sector organisations to stabilise and manage cash flows over this difficult period.
To be eligible, interested organisations must be:

  • a charity, social enterprise or voluntary organisation based in Scotland and/or primarily delivering services/activities in Scottish communities;
  • already delivering those products or services prior to March 2020;
  • and needing funding to stabilise cashflows directly as a result of the impact of COVID-19, as opposed to pre-existing financial difficulties

SCVO have launched a Coronavirus Third Sector Information Hub which you can access here. A Supporting Communities Fund and the Wellbeing Fund will open for application very soon, and we will circulate information about those as soon as we can.

We know that businesses in rural Scotland will already be feeling the impact of Covid-19. The first tranche of business grants have now opened for application, and a series of sector specific support, such as seafood industry support, is starting to be announced.

Finally, cartoonist First Dog on the Moon has released a series of sketches about how pets are ‘helping’ people in isolation. Examples include a dog that sprained its tail by wagging it too much because its owners are home more, and a budgie that keeps attacking a computer mouse.

Coronavirus (COVID-19) Guidance

As we all deal with a number of questions around Coronavirus (COVID-19), we felt it would be useful to provide you with links where guidance can be sought.  The role of the Council in this event is one of signposting to appropriate advice. Please signpost anyone with concerns to the latest national guidance below.

Government Announcement
The government have introduced a lockdown to slow the spread of Coronavirus and help the NHS care for those who need it most. You can read the full statement here. The only permissible reasons to leave your home are as follows:

  • To shop for basic necessities (limited to once a day)
  • To take exercise once a day – alone or with your own household
  • For medical reasons or to care for a vulnerable person
  • To travel to essential work if that cannot be done at home

Scottish Government Guidance
The Scottish Government’s website has published a page with what you need to know about the Coronavirus in Scotland. This includes advice for health, travel, service provision as well as the Scottish Government’s action plan and what they are doing.  Information on funding to be provided by the Scottish Government was also published.

NHS Inform 
The NHS Inform page on Coronavirus contains frequently asked questions and advice including diagnosing symptoms, what to do if you think you have symptoms, whether people you live with need to take any action and anything else you can do to prepare. There is also a helpline and further information links including guides in British Sign Language and easy-read advice.

Aberdeenshire Council – Car Park Charges Suspended
Aberdeenshire Council has suspended charges at all its pay and display car-parks as a result of the current Covid-19 (Coronavirus) emergency.

Shops/Supermarkets
Multiple shops and stores are under immense pressure due to the current pandemic which has resulted in panic and bulk buying. To try and relieve these problems, different shops and supermarkets have implemented a few changes. This includes changing opening hours – some are dedicating a time slot (usually mid-morning) for elderly customers, some are closing earlier to allow staff to restock fully, and some are limiting how much of one item a customer can buy. Unfortunately there is no definitive list of changes as it varies from store to store.
Cafe/Restaurants/Takeaways
Following the advice of social distancing, various cafes and restaurants have implemented different changes. Some are providing “drive through” options where staff will take food out to your car. Others have offered a delivery service or reduced delivery rates for takeaway food. Like above, there is no definitive list of these changes.

Campaign for volunteers in Scotland

In addition to being able to volunteer through the Grampian Covid Assistance Hub, there is a national campaign volunteers may sign up to.

The Scottish Government has recently launched the following campaign
A new ‘Scotland Cares’ campaign has been launched to encourage people to volunteer during the coronavirus (COVID-19) pandemic.
While the most important ask for the public remains to stay at home and follow the essential public health guidance, people who are healthy and not at risk can volunteer to provide practical or emotional help to those most in need.

• people wishing to offer their support to our public services, including the NHS and local authorities, will be directed to a site coordinated by the British Red Cross

The website is being constantly updated and provides advice on volunteering safely and the organisations to register an interest with such as Volunteer Scotland and the Red Cross.

A response will be made as soon as possible.

In line with Scotland’s current stay at home rules the public can only volunteer to carry out tasks which involve leaving their home, once a day, if you are not required to be isolating and are not in any risk categories.

Grampian Coronavirus (Covid-19) Assistance Hub

A new website and phoneline is launched today, providing people all across Grampian with information on how to access social, practical and emotional support on Coronavirus (COVID-19).
The new Assistance Hub goes live this morning, pulling together links to the latest advice from a range of partners including all three local authorities, Police, Health, Red Cross, volunteers and community information. It is a site for anyone in Aberdeen City, Aberdeenshire and Moray, with information for residents and businesses alike.

The website is full of links with up-to-date information. The main objective is as a focal point for information and assistance for anyone affected by coronavirus anywhere in Grampian. It is also a way for residents to offer their support which they can safely deliver in their communities. Staff are on the phone to provide callers with up to date information, or to link them up with the right person who can quickly answer questions.
Another important feature is that the site can be used to request help on behalf of someone else, allowing friends and neighbours to signpost to someone in need.

‘Respitality’

Do you know a local business that could offer services to carers?

Aberdeenshire Council’s and Aberdeenshire Health and Social Care Partnership’s approach to supporting carers is being boosted by local hospitality providers.

A pilot ‘Respitality’ project which began in central Aberdeenshire towards the end of last year sees local businesses asked if they would like to support the wellbeing of both young people and adults who have a caring role by offering short breaks, spa treatments, leisure passes, dining experiences and a range of other offerings either free of charge or at a discounted rate.

Similar projects elsewhere in Scotland have proven to be very successful and a new respitality project worker commissioned by the Council and employed by leading social care charity Quarriers been charged with making links with local businesses keen to participate.

Having secured four three-month gym memberships as the first donation for the project, respitality support worker Ann Brodie explained: “I recently approached Energie Fitness in Inverurie to see if they would like to be the first gifter for the project. They were really open to the idea of respitality and how a donation from their business could help to improve a carer’s health and wellbeing. Their gym promotes a friendly, warm atmosphere and their knowledgeable staff support people to achieve their personal goals so it’s just a perfect fit. They’re delighted to be giving back to the community at the same time as promoting health and fitness and I hope it will encourage other businesses to consider taking part too.”

The Scottish Government recognises the need for all those who have a caring role to benefit from regular opportunities for respite to support their own wellbeing, and in turn the wellbeing of those they are caring for. As such, national targets have been set for increasing the number of opportunities available in different local areas, and additional funding has been provided.

Quarriers are already commissioned by the Council to provide support services to carers, and this has brought about an expansion of their existing contract. While this project will see them being able to look into respite options, their family wellbeing workers can also assess carers’ needs and provide information, advice and signposting; offer 1:1 and group support for carers; deliver training on topics such as moving and handling or epilepsy awareness; and run events. They can also help with accessing self-directed support budgets so carers get what they need to make caring easier.

Chair of the Council’s Education and Children’s Services Committee, Cllr Gillian Owen commented: “We recognise that any carer needs breathing space and our approach is about enabling that, particularly when we’re talking about young carers’ who also have their education and personal and social development to think about. Support comes in many forms and we hope that this respitality project will inspire local businesses to lend a hand in offering some much needed VIP treatment.”

Vice Chair Cllr Rosemary Bruce added: “Changing the perception of what it means to be a carer is also very important to us. Not all carers are looking after those with a physical disability, for example, and their circumstances are very wide ranging. Quarriers focus on understanding your caring role and then working with you to find out how we can support you to continue that important role.”

Aberdeenshire Council has responsibility for providing social care services to young people (up to 18 years of age) while Aberdeenshire’s Health and Social Care Partnership coordinates provision for adults.

A Young Carer Strategy was introduced by the Council in 2018 in line with the Carers (Scotland) Act 2016 and set out a number of ambitious plans to make a difference, including the Respitality project. A Young Carers Statement is now provided to all young carers who request one detailing any need for additional support in helping to ensure their wellbeing.

The overall number of young carers receiving support in Aberdeenshire has increased since the strategy was implemented, and Quarriers are typically supporting around 200 young people at any one time. As part of the wider strategy, council officers have also been involving young carers directly in developing a suite of information to support others in similar circumstances.

Adult carers are supported with an Adult Carers Support Plan. For further information and advice, any carer (regardless of their age) can contact Quarriers. They are commissioned to deliver support in this area and will begin by asking if you wish to register with the service.

Mapping the issues

In many respects a community share issue is an old idea in 21st century wrapping – the idea of raising funds by public subscription has been around for years. Most war memorials, for instance, that were erected after the First World War were funded in this way. But community shares are more than a simple donation. They offer someone a chance to ‘invest’ in a local project and sometimes even make a little return on that investment. The number of share issues has been slowly growing and recently they have been mapped. Interesting to see the range and geographic spread.

Island co-ops stay strong

In this post digital age it’s difficult to lose any data thanks to the powerful algorithms that sit behind today’s search engines. But paper records are harder to track down and the history of social enterprise in Scotland becomes much more anecdotal the further back in time you travel. Some skilled work by the archivists at GCU is gradually piecing together the story of who did what, when, and where in order to lay the foundations for today’s social enterprises. Community cooperatives on Scotland’s islands were the early pioneers. In some ways, nothing much has changed.

Scotland’s islands have the highest proportion of co-operatives of any part of the UK thanks to a long tradition of self-reliance, a survey has found.

The study by Co-operatives UK, the sector’s development body, said its survey of co-ops by local authority area found the Western Isles and Orkney topped the table with 8.16 and 5.91 co-ops respectively per 10,000 people. Shetland came in third, with 5.63. Eden in Cumbria came in joint fourth, with 4.55, followed by nearby Allerdale with 3.6.

The Scottish sector’s businesses are generally small, often community shops which provide the only stores in scarcely populated island communities. There are also credit unions, community energy companies and fishing co-ops.

The findings have been published as part of Co-operatives UK’s annual economic survey. It put its total turnover UK-wide at £37.7bn for 2018-19, a little over 1% higher than last year’s figure of £37.6bn and 2.75% higher than the £36.3bn in 2016-17.

The study confirmed that the John Lewis Partnership, the employee-owned group which includes Waitrose food stores, was the UK’s largest co-op with a turnover of £10.3bn; the Co-op itself narrowly behind on £10.2bn. Arla, the Denmark-based diary co-op, came third with a turnover of £2.6bn.

Excluding turnover, the data shows a slight decline in the sector’s size overall. The UK had 7,215 co-ops employing more than 233,000 people in the last financial year, compared with 7,226 employing nearly 235,000 a year earlier.

The report highlighted the Papay Community Co-operative, which runs the only shop and hostel on Papa Westray. The Orkney island has a resident population of about 85 people but is popular with island-hoppers on holiday. The business is close to Papa Westray’s airport, famous as a departure point for the world’s shortest scheduled service, a two-minute, 1.7-mile (2.8km) flight to nearby Westray.

Tim Dodman, the co-op’s secretary, said the business had an annual turnover of about £250,000 and employed four people, with some part-time help during busy periods. It also runs the school bus and local tours.

It was founded in 1980 after the only shop closed and no one could be found to run a new one single-handed. “The co-op ethos is very important,” Dodman said. “This is a small island and pretty remote. It’s much better to work cooperatively than have one individual in control of a lifeline service.”

The importance of dignity

Preserving dignity looks like it is being built into the design Scotland’s new social security system. It’s also the phrase that was at the heart of work undertaken by the Poverty Truth Commission and Nourish Scotland on the community provision of food.  Consideration of how something might impact on a person’s dignity, could really transform the way we think about the delivery of public services. Here’s a great example of a community project in Aberdeen which tackles food poverty but always with a keen eye on preserving the dignity of those they serve. 

A basket full of high-quality food for £2.50 may seem too good to be true – but that’s now the reality for shoppers at Scotland’s first food pantry.

The Woodside Pantry in Aberdeen provides people living in one of the city’s most disadvantaged areas a way to shop for a lot less.

It is an innovative, community-run project. The aim is to combat food poverty, and it has been hailed as a sustainable alternative to food bank use.

“I can get some really good healthy food at a very reasonable price”

For a small weekly charge, members get access to food donated by supermarkets and a local charity. Clare Whyte, one of the workers at the community centre where the pantry is based, told BBC Scotland’s The Nine: “Food banks are not a long-term solution. It’s an emergency food service, really.

“This could be a way to reduce food waste which is massive and a huge issue as we know and also tackle food poverty at the same time.

Food parcels from food banks are often only available to people who have been referred by frontline professionals like GPs or advice agencies. But membership of the Woodside Pantry was initially open to anyone living in the immediate area around the Fersands and Fountain Community Centre, where the project is based. It proved so popular that the catchment area has now been widened and the membership cap extended. Almost half of the people using the service receive benefits or Jobseeker’s Allowance. A quarter of the users are single parents. There are now 83 households with membership to the pantry, and more than 200 local residents – including children – are directly benefitting.

Local learning

Good news for those communities with a hankering to visit another community where something of particular interest to them is happening, the Community Learning Exchange is once again open for business. These small awards that pay for travel and subsistence and a host fee, have proved very popular and effective – low on cost, high on impact. What is certainly true is that there is very little that is truly new under the sun and there’s no point in reinventing the wheel. There’s also much to be gained from learning from your peers.

The Community Learning Exchange is a fantastic opportunity for communities to learn through the exchange of ideas and the sharing of common solutions.  When community groups make visits to other communities, the most valuable part is often meeting new people with similar interests and gaining new insights and perspectives on shared challenges.  Visiting groups come away armed with new ideas and approaches, and host organisations have the opportunity to explain their project to a new and interested audience, often seeing their own projects afresh through new eyes.

What will the exchange fund?

The Exchange will fund up to 100% of the costs of a visit by members of one community to another community project up to a limit of £750, including a host fee.  In exceptional circumstances (where travel distances are greater or certain aspects of the visit are particularly expensive) this limit can be increased.  Similarly, visits out with Scotland, but within the UK, will be considered where a similar project does not exist in Scotland.

The Exchange will also fund follow up support between organisations.  This might be as a result of a learning visit when it is recognised that more specific and on-going help, support, or advice is required. This can be through face-to-face meetings, by phone, e-mail, or skype. Funding for this kind of additional support will need to be negotiated separately.

How to apply

The Exchange operates primarily through the networks that comprise the Scottish Community Alliance.  The exception to this rule are Scotland’s community councils. Since the demise of the Association of Scottish Community Councils, there has been no umbrella body for community councils.

Applications to the Exchange are processed through one or other of the networks’ designated members of staff. The exception to this rule are community councils who should apply directly to the Exchange Coordinators.  Applications can be made at any time for visits throughout 2019 and up until March 2020. Funding is limited, and once it has been committed no further applications will be accepted.

Volunteers of the future

People volunteer for all manner of reasons and roughly half of the population do so at some point in their lives. While that might seem like a lot of people, equally it means there’s a lot of people choosing not to participate. Dig a little deeper into the numbers and it becomes apparent that around a fifth of those who volunteer do two thirds of all the volunteering work. Dig some more and you hit the problem of an aging population with its potential impact on volunteer numbers going forward.

Volunteering For All

Volunteering in Scotland is already making a crucial contribution to building social capital, fostering trust, binding people together and making our communities better places to live and to work.

Action to increase volunteering participation for all and to address inequalities is vital to continue to expand opportunities for more people to volunteer and participate in society. Although an estimated 51% of the adult population in Scotland has volunteered at some point in their lives, 49% have not. An increase in volunteering will also make a considerable contribution towards our individual, community and national economic and social well-being, particularly in the face of demographic and societal change.

The annual value of volunteering in Scotland is estimated to be £2.26 billion.4 Volunteering is clearly of great social and economic importance to the people and communities of Scotland. Within these communities, there are often those who are more likely, or more able, to volunteer than others. Volunteers in Scotland are more likely to be:

  • female
  • self-employed/part-time employed or in education
  • from higher socio-economic and income groups
  • from rural areas
  • from less deprived areas
  • healthy and non-disabled

Snow Warden Scheme

Scores of volunteers have signed up to help ensure Aberdeenshire’s roads and pavements are safe as the wintry weather continues.

The authority is regularly criticised during spells of severe weather for failing to clear side roads and paths.

However priority is given to maintain main roads and resources are stretched to grit and clear every single area.

In an effort to ease frustration and deal with the problem, Aberdeenshire Council launched a snow warden scheme which gives communities access to a range of resources from grit spreaders to full protective equipment.

As of this month, there are now 27 groups operating in the region, which amounts to 72 volunteers.

But the authority has issued a fresh appeal for more wardens, with the scheme running until April.

Applications are taken throughout the year for the initiative.

Last year, the region endured one of the worst winters in recent memory, with the council forced to go £2million over budget to treat the roads and pavements.

Roads bosses came under fire after towns and villages were left impassable after the traditional surface treatment was left redundant by thawing conditions, rainfall and freezing temperatures overnight.

This year the authority has already used about 23,300 tonnes of salt to treat surfaces since October, with a further 15,000 tonnes in stock and more than 7,000 expected to be delivered this month.

The council has also been trialling a new app which shows people where gritters are in real time and what routes have been dealt with.

The programme is currently only available on phones and tablets as My Aberdeenshire, but is likely to be made available on their website in the future.

There are 32 “primary routes” with 100 council drivers covering these, there have also been 120 farmers and 32 plough contractors on the roads to clear the snow in recent weeks.
